All citizens and organisations are welcome to contribute to this consultation. Contributions are particularly sought from (i) Member States and their aid granting authorities, (ii) business associations and companies operating in the European single market, (iii) legal and economic practitioners, as well as (iv) consumer and environmental organisations.

Reason why the consultation period is less than 12 weeks
Need for an accelerated revision of the Guidelines for State aid for climate, energy and environmental protection to ensure a timely adoption as part of measures undertaken taken in response to the challenges in achieving the objectives of the Green Deal.
Objective of the consultation
The Commission is publishing for consultation the draft revised Guidelines on State aid for environmental protection and energy 2014-2020.
The two main drivers of the revision are an enlargement of the scope of the Guidelines to new areas and all technologies that can deliver the Green Deal and a flexibilisation of compatibility rules. This wider scope of the Guidelines needs to be accompanied by safeguards to ensure that the aid is effectively directed where it is needed to improve environmental protection, is limited to what is needed to achieve the environmental goals and does not distort competition or the integrity of the internal market. The revision also aims at ensuring alignment and coherence with relevant EU legislation in the environmental and energy fields, facilitating the phasing out of subsidies for fossil fuels, in particular those that are most polluting.
