The Hearing Officers for competition proceedings
Dorothe Dalheimer was appointed as Hearing Officer in March 2020.
Before her appointment to this position, she was head of the legal advice unit in the European Anti-Fraud Office. From 2000 to 2014, she worked in the European Commission’s Directorate-General for Competition, in particular as a member of the team that prepared Regulation 1/2003 and the related policy documents. For many years, her work focused on developing the European Competition Network and on enhancing convergence of Member States’ enforcement procedures.
Eric Gippini Fournier was appointed as Hearing Officer in November 2021.
He holds degrees from the University of Santiago de Compostela (Spain), the College of Europe (Belgium) and the University of California, Berkeley (USA). An official of the European Commission since 1995, he has held positions in the Directorate General responsible for the Internal Market and as Legal Advisor in the Commission’s Legal Service, dealing with competition and mergers, state aid, and intellectual property, among other areas. He was also a référendaire in the cabinet of the President of the European Court of Justice (2002-2003), and has worked in various academic institutions over the years.
