Target group
All citizens and organisations are welcome to contribute to the consultation.
Contributions are particularly invited from companies which have business operations in the EU and which hold technology rights and/or enter into technology transfer agreements with other companies. The evaluation may also interest law firms and economic consultancy firms that advise such companies on related competition issues. Other stakeholders with a possible interest in the evaluation include academics specialising in EU competition law and technology rights.

Objective of the consultation
The purpose of the evaluation is to gather evidence on the functioning of the Technology Transfer Block Exemption Regulation (‘TTBER’) and the Technology Transfer Guidelines (‘Guidelines’), to help the Commission to decide whether it should let that Regulation expire, prolong its duration or prepare a revised Regulation and related guidelines.
In particular, the online questionnaire seeks specific feedback from stakeholders on the effectiveness, efficiency, relevance, coherence and EU added value of the TTBER and the related Guidelines.
How to submit your contribution
You can submit your contribution by filling in the online questionnaire available on the dedicated webpage of the “Have Your Say” portal. The questions are published in the three working languages of the European Commission (English, French and German), while replies are welcome in any official EU language.
The contributions received will be published on this webpage. Submissions that are clearly marked "confidential" will be treated as such and not published. In that case, please also provide a non-confidential version of your reply and ensure that you redact all confidential information. It is important to read the privacy statement of the consultation for information on how your personal data and contribution will be dealt with.
