State aid – Prolongation of transitional period provided for in the 2014 Aviation Guidelines concerning regional airports

Objective of the consultation

The Commission is publishing for consultation the draft communication extending the transitional period provided for in the 2014 Guidelines on State aid to airports and airlines (“the 2014 Aviation Guidelines”) concerning regional airports

The 2014 Aviation Guidelines include a transition period (expiring in April 2024), during which operating aid to airports with less than 3 million passengers a year can be allowed (as it can be declared compatible with the single market).

In view of the additional time needed to start recovering from the effects of the COVID-19 crisis, the Commission is proposing a 3-year prolongation of this transition period, without making any other changes to the rules. These changes are translated into the text of the draft communication, which is subject to the present public consultation.

The Commission regularly reviews State aid rules and adapts them to the internal market's dynamics. The Commission published a ‘call for evidence’ on the prolongation of operating aid to regional airports on the Better Regulation Portal and received 26 contributions for the period from 23 June 2022 to 21 July 2022.
