Objective of the consultation

(1) The SGEI de minimis Regulation (No 360/2012) provides a simple, clear and flexible framework for supporting the delivery of public services to citizens. It expires on 31 December 2020.
The Commission is evaluating the SGEI rules with regard to health and social services. The SGEI de minimis Regulation is part of that evaluation and its results will only be available after the current expiry date.
At the same time, the Commission is also evaluating the general de minimis Regulation (No 1407/2013), which is in the process of being prolonged. By aligning the duration and evaluation processes of both regulations, possible future changes to either of them can be coordinated.

(2) In line with the general policy response adopted by the Commission, undertakings that got into difficulty because of the COVID-19 outbreak should remain eligible for aid for a limited period of time.
