General Block Exemption Regulation

Council Regulation No 994/98 of 7 May 1998, amended by Council Regulation No 733/2013 of 22 July 2013, enables the Commission to adopt so-called Block Exemption Regulations for State aid. With these regulations, the Commission can declare specific categories of State aid compatible with the Treaty if they fulfil certain conditions, thus exempting them from the requirement of prior notification and Commission approval.

2023 Amendment of the GBER – revision to further facilitate and speed up the green and digital transition (“Green Deal GBER amendment”)

On 23rd June 2023, the Commission formally adopted a targeted amendment to the GBER to further simplify and speed up support for the EU's green and digital transitions, whilst protecting the level playing field in the Single Market.

De minimis Regulation

The de minimis Regulation exempts small aid amounts from the scope of EU State aid control because they are deemed to have no impact on competition and trade in the internal market.

NEWCommission Regulation (EU) 2023/2831 (OJ L, 2023/2831, 15.12.2023) of 13 December 2023 on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid. This Regulation enters into force on 1 January 2024.
